Britt Harris

Britt Harris serves as Acting Chief Executive Officer.

Rusty Martin, CFA

Rusty Martin is Deputy Chief Investment Officer and Head of Real Assets. Prior to his role at Texas PSF, he served as Chief Investment Officer and Deputy Commissioner of Funds Management at the Texas General Land Office.

Mr. Martin holds a Bachelor of Business Administration degree in Finance from the University of Oklahoma and a Master of Business Administration degree with a concentration in Finance from the University of Texas at Austin.

In addition, Mr. Martin is a CFA charter holder and a member of the CFA Institute and the CFA Society of Austin.

David Trice, CPA, CTP

David Trice serves as Senior Managing Director of Investment Finance and Operations. Mr. Trice, a life-long native Texan, has been part of the PSF team since 2011.  Prior to that, his professional experience spanned from public accounting to internal audit and controllership for a publicly traded company based in San Antonio.

Mr. Trice graduated from the University of Texas at San Antonio and holds a Bachelor of Business Administration with a concentration in accounting.  He is a Certified Public Accountant and a Certified Treasury Professional.

John C. Wright

John Wright serves as General Counsel and Chief Compliance Officer. He previously held the position of Director of Legal & Compliance of the Permanent School Fund for 5 years. Before joining the Permanent School Fund, he worked as Deputy General Counsel for the Texas Treasury Safekeeping Trust Company, the investment arm of the Comptroller of Public Accounts, for 8 years.  Prior to that, Mr. Wright was counsel to the Texas Department of Transportation where he handled legal matters related to complex public-private partnerships for vital infrastructure projects.

Mr. Wright earned his JD from The University of Texas School of Law and has practiced law since 1999. He holds a BA in Communications from Southern Methodist University.
