Robert Borden, CFA

Robert Borden serves as Texas PSF Corporation’s Chief Executive Officer and Chief Investment Officer, directing all investment and operations activities. He works with the corporation’s nine-member governing board to facilitate strategic planning, develop policy, and set the fund’s strategic asset allocation.
In 2011 Bob was a founding partner in the launch of Delegate Advisors and led that firm to profitability and success before selling his interest in 2022. He founded and served as Managing Partner for Palmetto Research Partners, LLC, an independent financial consulting firm, for more than 25 years.
Previously Bob worked as CEO/CIO of the South Carolina Investment Commission, managing $28 billion in assets at the time of his departure, and as both the executive director and CIO of the Louisiana State Employees’ Retirement System.
A native Texan, Bob started his career at Franklin Federal Bancorp in Austin where he served as Vice President. He went on to serve as Treasurer for Texas Mutual Insurance Company.
Bob holds a Master of Science in Finance from Louisiana State University, as well as Bachelor of Business Administration in Finance from the University of Texas at Austin. He is a Chartered Financial Analyst and Chartered Alternative Investment Analyst.
Stuart Bohart

Stuart Bohart is President and Deputy Chief Investment Officer, responsible for strategic partnership development and oversight of the hedge fund, direct lending, and co-investment portfolios. Prior to joining Texas PSF in 2024, Stu served in executive management and advisory roles in the asset management industry, including as President of quantitative firm FORT Investment Management and as Senior Managing Director of diversified alternatives firm Fortress.
From 1997 until 2010, Stu worked in various roles at Morgan Stanley including co-head of Global Investment Management, global head of Prime Brokerage, Portfolio Manager for a multi-strategy hedge fund, and as a member of the Morgan Stanley Management Committee. He has lived and worked in the People’s Republic of China, Japan, and the United Kingdom.
Stu graduated from Northwestern University with a Bachelor of Arts degree in economics and Asian studies and has a certificate in Strategic Planning from the Harvard Business School.
Jared Stout

Jared Stout serves as Senior Vice President & Deputy Chief Investment Officer, responsible for Risk & Portfolio Management for the Texas Permanent School Fund Corporation. He provides leadership and oversight for the operational due diligence, quantitative analysis, and macroeconomic research teams and is responsible for both strategic and tactical asset allocation.
Prior to his role as SVP & DCIO, Jared served as the Managing Director of Risk. Before that, he held various positions on the Global Public Equity team, ultimately serving as the Managing Director for the asset class. Before entering the public sector, he worked as a Due Diligence Analyst and Investment Consultant for Kestra Financial.
Jared earned an MBA from the University of Texas at Austin, McCombs School of Business. He also received a BBA in Finance with Cum Laude honors from Texas State University, McCoy College of Business Administration.
Fernando Garza

Fernando Garza serves as Senior Vice President and Chief Audit Officer. Before joining Texas PSF, he was Vice President of Corporate Audit at Delta Community Credit Union where he led the development and execution of the annual risk assessment and audit plan, ensuring alignment with the strategic goals and objectives of the organization.
Fernando has over 15 years of experience in internal audit, risk management, and financial services, working with large and international institutions in executive roles. He has a proven track record of driving organizational change and growth through effective team leadership, data analytics, and communication with executives, boards, and regulators.
Fernando holds a Master of Business Administration from Rice University and a Bachelor’s of Business Administration degree from The University of Texas at San Antonio. He also holds a CPA, CISA, and CIA credentials. He is a veteran who served in the United States Army as a Paratrooper with the 82nd Airborne Division.
Mike Meyer

Mike Meyer serves as Senior Vice President and Chief Financial Officer, providing strategic leadership across investment operations, investment accounting, corporate accounting, purchasing, budget, and information technology.
Prior to joining Texas PSF, Mike served as Deputy Commissioner of Finance at the Texas Education Agency (TEA). In this role, he was responsible for overseeing agency finance, school finance, grant compliance and administration, internal audit, and the Texas Permanent School Fund until it became a standalone entity in January 2023.
His prior experience includes numerous senior leadership roles, including Interim Deputy Commissioner of Operations at TEA, Chief Financial Officer of the Texas Juvenile Justice Department, and Deputy Director of Budget, Planning and Policy in the Office of the Governor.
Lane Arnold

Lane Arnold serves as General Counsel for the Corporation, where he oversees all legal and compliance functions and provides strategic leadership on investment transactions, corporate governance, and enterprise risk matters.
Lane brings over a decade of public service in Texas state government, including senior legal roles at the University of Texas/Texas A&M Investment Management Company (UTIMCO) and the Teacher Retirement System of Texas (TRS). In these roles, he advised on complex investment, litigation, governance and compliance matters supporting two of the largest public investment funds in the state. His background also includes advising hedge funds and investment firms as in-house counsel.
Lane holds a J.D. from the Southern Methodist University Dedman School of Law and a bachelor’s degree in Economics from Harvard University. He is a licensed Texas attorney and a Chartered Alternative Investment Analyst.
Needhi Vasavada

Needhi Vasavada serves as Chief Operating Officer, providing operational leadership and strategic oversight across the Corporation.
She brings deep expertise in complex transactions, litigation, governance and operations. Needhi previously served as a Director, Senior Counsel at Hudson Advisors (the asset manager to Lone Star Funds), where she negotiated complex mergers and acquisitions and initial public offerings for global portfolio companies. In this role, Needhi also served as a board member for several portfolio companies. Prior to Hudson, Needhi practiced transactional law at the international law firm, Gibson, Dunn & Crutcher LLP. Before law school, Needhi served as a high school public school teacher in Houston ISD.
Needhi earned her J.D. from Georgetown University Law Center and holds dual bachelor’s degrees in Finance and Spanish from The University of Texas at Austin.
